What are the Large-Scale Social Restrictions? |

Article 1 of PP 21/20 states that Large-scale Social restrictions are restrictions on certain activities of residents in an area suspected of being infected with Corona Virus Disease 2019 (COVID-19) in such a way as to prevent the possibility of spreading Corona Virus Disease 2019 (COVID-19). |

Siapa yang berhak melakukan Pembatasan Sosial Berskala Besar? |

Pemerintah Daerah, dengan persetujuan Menteri yang menyelenggarakan urusan pemerintahan di bidang kesehatan, dapat melakukan Pembatasan Sosial Berskala Besar atau pembatasan terhadap pergerakan orang dan barang untuk satu provinsi atau kabupaten/ kota tertentu. Namun pembatasan sosial berskala besar ini harus harus didasarkan pada pertimbangan epidemiologis, besarnya ancaman, efektifitas, dukungan sumber daya, teknis operasional, pertimbangan politik, ekonomi, sosial, budaya, pertahanan dan keamanan. (pasal 2 PP 21/20) Dalam hal Pembatasan Sosial Berskala Besar telah ditetapkan oleh menteri yang menyelenggarakan urusan pemerintahan di bidang kesehatan, Pemerintah Daerah wajib melaksanakan dan memperhatikan ketentuan sebagaimana diatur dalam Undang-Undang Nomor 6 Tahun 2018 tentang Kekarantinaan Kesehatan dan diselenggarakan secara berkoordinasi dan bekerja sama dengan berbagai pihak terkait sesuai dengan ketentuan peraturan perundangan-undangan. | Who has the right to implement the large-scale social restrictions? |

Regional Governments, with the approval of the Minister who carries out government affairs in the health sector, can carry out Large-Scale Social Restrictions or restrictions on the movement of people and goods to a particular province or district / city. However, this large-scale social restriction must be based on epidemiological considerations, the magnitude of the threat, effectiveness, resource support, operational technical, political, economic, social, cultural, defense and security considerations. (article 2 PP 21/20) In the event that Large-Scale Social Restrictions have been established by the minister who carries out government affairs in the health sector, the Regional Government is obliged to implement and pay attention to the provisions as regulated in Law Number 6 Year 2018 on Health Quarantine and is carried out in coordination and in collaboration with various relevant parties in accordance with the provisions of the legislation. 1. Pemberlakuan Pembatasan Sosial Berskala Besar diusulkan oleh gubernur/ bupati/ walikota kepada menteri yang menyelenggarakan urusan pemerintahan di bidang kesehatan. 2. Menteri yang menyelenggarakan urusan pemerintahan di bidang kesehatan menetapkan Pembatasan Sosial Berskala Besar dengan memperhatikan pertimbangan Ketua Pelaksana Gugus Tugas Percepatan Penanganan Corona Virus Disease 2019 (COVID-19). 3. Ketua Pelaksana Gugus Tugas Percepatan Penanganan Corona Virus Disease 2019 (COVID-19) dapat mengusulkan kepada menteri yangmenyelenggarakan urusan pemerintahan di bidang kesehatan untuk menetapkan Pembatasan Sosial Berskala Besar di wilayah tertentu. 4. Apabila menteri yang menyelenggarakan urusan pemerintahan di bidang kesehatan menyetujui usulan Ketua Pelaksana Gugus Tugas Percepatan Penanganan Corona Virus Disease 2019 (COVID-19) sebagaimana dimaksud pada ayat (3), kepala daerah di wilayah tertentu wajib melaksanakan Pembatasan Sosial Berskala Besar. 1. Enforcement of large-scale social restrictions is proposed by the governor / regent / mayor to the minister who runs government affairs in the health sector. 2. The Minister who conducts government affairs in the health sector establishes Large-Scale Social Restrictions by taking into account the considerations of the Chairperson of the Task Force for the Acceleration of Corona Virus Disease 2019 (COVID-19). 3. The Chairperson of the 2019 Corona Virus Disease Task Force (COVID-19) can propose to the minister who carries out government affairs in the health sector to establish large-scale social restrictions in certain areas. 4. If the minister conducting government affairs in the health sector approves the proposal of the Chair of the Task Force for the Acceleration of Corona Virus Disease 2019 (COVID-19) as referred to in paragraph (3), regional heads in certain regions are required to implement Large-Scale Social Restrictions. Apa saja syarat dan Ketentuan dari Pembatasan Sosial Berskala Besar. |

Pembatasan Sosial Berskala Besar harus memenuhi kriteria sebagai berikut: a. jumlah kasus dan/ atau jumlah kematian akibat penyakit meningkat dan menyebar secara signifikan dan cepat ke beberapa wilayah; dan b. terdapat kaitan epidemiologis dengan kejadian serupa di wilayah atau negara lain. Pembatasan Sosial Berskala Besar paling sedikit meliputi: a. peliburan sekolah dan tempat kerja; b. pembatasan kegiatan keagamaan; dan/atau c. pembatasan kegiatan di tempat atau fasilitas umum. Pembatasan kegiatan sebagaimana dimaksud pada huruf a dan huruf b harus tetap mempertimbangkan produktivitas kerja, kebutuhan kerja, dan ibadah penduduk serta untuk huruf c dilakukan dengan memperhatikan pemenuhan kebutuhan dasar penduduk. |
| What are the terms and conditions of large-scale social restrictions. |
|
Large-scale social restrictions must meet the following criteria: a. the number of cases and / or number of deaths due to disease has increased and spread significantly and rapidly to several regions; and b. there are epidemiological links with similar events in other regions or countries. Large-scale social restrictions include at least: a. school and workplace entertainment; b. restrictions on religious activities; and / or c. restrictions on activities in public places or facilities. The limitation of activities as referred to in letter a and letter b must still consider work productivity, work needs, and the religion of the population as well as for letter c to be carried out with due regard to meet with the basic needs of the population. |
