Presidential Decree of the Republic of Indonesia Number 11 of 2020 concerning Determination of the Corona Virus Disease 2019 (Covid-19) as Public Health emergency

Dengan Keputusan Presiden Republik Indonesia Nomor 11 tahun 2020 tentang Penetapan kedaruratan Keseharan Masyarakat Corona Virus Disease 2019 (Covid-19) tertanggal 31 Maret 2020 (“Keppres 11/20”), Indonesia ditetapkan dalam kondisi Kedaruratan Masyarakat sesuai dengan Undang-Undang Nomor 6 Tahun 2018 tentang Kekarantinaan Kesehatan.

Latar Belakang penerbitan Keppres 11/20

a. bahwa penyebaran Corona Virus Disease 2019 (COVID-19) yang bersifat luar biasa dengan ditandai jumlah kasus dan/atau jumlah kematian telah meningkat dan meluas lintas wilayah dan lintas negara dan berdampak pada aspek politik, ekonomu, sosial, budaya, pertahanan dan keamanan, serta kesejahteraan masyarakat di Indonesia; dan

b. berdasarkan pertimbangan sebagaimana dimaksud dalam huruf a, perlu menetapkan Keputusan Presiden tentang Penetapan Kedaruratan Kesehatan Masyarakat Corona Virus Disease 2019 (COVID-19).

With the Presidential Decree of the Republic of Indonesia Number 11 of 2020 concerning Determination of the Corona Virus Disease 2019 (Covid-19) as Public Health emergency dated March 31, 2020 (“Presidential Decree 11/20“), Indonesia is determined to be in a state of Emergency condition in accordance with Law Number 6 Year 2018 about Health Quarantine.

Background to the issuance of Presidential Decree 11/20

a. Whereas the spread of Corona Virus Disease 2019 (COVID-19) which is extraordinary, marked by the number of cases and / or the number of deaths has increased and spread across regions and across countries and has an impact on political, economic, social, cultural, defense and security aspects, and community welfare in Indonesia; and

b. Whereas based on considerations as referred to in letter a, it is necessary to stipulate a Presidential Decree on the Establishment of a Corona Virus Disease 2019 Public Health Emergency (COVID-19).
